Lobbyists spent money ‘in seeking (Act 13, former HB1950’s) approval’?

At the Act 13 hearing, council stated: “So PIOGA* as an association has a significant stake in the challenge to Act 13 not only because it was instrumental in seeing that uniformity and predictability is incorporated into it, but it spent a good bit of time, energy, and money in seeking that act’s approval…The Marcellus Shale Coalition…, likewise, supported Act 13, spent time, energy, and money as it did to ensure uniformity and predictability across the board.”

How does a trade association (fancy word for lobbyist) spend money ‘in seeking that act’s approval’…and for what?
